- Welk format (papier of digitaal conform CDC Attachment A) de betreffende carrier hanteert.

******************************************************************************************************************************************
Following a recent order issued by the U.S. Centers for Disease Control and Prevention (CDC) and accompanying instructions from U.S. Customs and Border Protection, strict U.S.-entry requirements will take effect imminently due to the Ebola outbreak in the Democratic Republic of the Congo (DRC).
Although this unilateral measure is not endorsed by the World Health Organization (WHO), the decision has direct operational consequences for the air cargo sector at Amsterdam Airport Schiphol.
Effective Date and Time
As outlined in the CBP bulletin below, this requirement applies to all flights departing any foreign country for the United States at or after 11:59 p.m. EST on Tuesday, November 3, 2026.
What does this measure entail for air cargo?
- Attestation for Full Freighter Crew:Â The CDC Order prohibits air carriers and aircraft operators (including commercial aviation, general aviation, and private aircraft) from boarding individuals without a completed attestation. Although the attached CBP-bulletin specifically refers to passengers, U.S. authorities have explicitly confirmed that this requirement also applies to all crew members. Prior to boarding, crew must attest that they have not been in the DRC during the preceding 21 days.
- Format Requirements (Paper or Digital): In accordance with the CBP-bulletin, the attestation may be collected in either paper or digital format (such as a fillable PDF or digital form), provided it contains the mandatory standard language specified in Attachment A of the CDC Order. The CDC will make this text and the accompanying Airline Technical Instructions available on its website.
- Responsibility and Recordkeeping:Â The operating carrier at the last point of departure for the United States is responsible for collecting the attestation prior to boarding. The completed forms do not need to be handed over upon arrival in the U.S. as a standard procedure, but must be retained by the airline, as U.S. authorities may request them for inspection.
- Designated Arrival Airports for Exceptions:Â As noted in the attachment, for individuals who have recently been in the DRC and are permitted to travel to the U.S. under strict conditions, the previously designated arrival airports and additional screening procedures remain unchanged (entry is permitted solely via Washington Dulles – IAD, Atlanta – ATL, and New York – JFK).
Current Carrier Procedures:Â Because implementing a standardized digital solution within this short timeframe proved unfeasible for many parties, operational approaches vary by airline:
- KLM:Â Has printed physical forms to manage the process manually for both passengers and (cargo) crew.
- U.S. and Other Foreign Carriers:Â Delta Air Lines is developing its own digital solution using a QR-code. For many foreign carriers, coordination is handled at headquarters, meaning local operational instructions at Schiphol may arrive on short notice.
We advise you to carefully review the CBP bulletin and immediately contact the airlines you handle that operate direct flights from Schiphol to the United States. Please align on the following:
- Which format (paper or digital in accordance with CDC Attachment A) the respective carrier is using.
- Which party at Schiphol is responsible for verifying, collecting, and archiving the crew attestations prior to departure, in order to prevent flight delays and severe financial penalties.
Next Steps from the Sector
The measure is currently in effect until December 18, although there are strong indications from U.S. carriers that this period will be extended. Through the National Facilitation Committee (NATFA)—a collaborative body comprising the Dutch Ministries of Infrastructure and Water Management (I&W) and Health, Welfare and Sport (VWS), Schiphol, BARIN, KLM, and ACN—strong lobbying efforts are currently underway via Brussels (European Commission), ICAO, and the WHO to address this disproportionate administrative burden. We will inform you immediately as soon as further updates become available.
