A controversial Dutch e-commerce shipments surcharge could be postponed because it may be illegal and not enforceable, writes Thelma Etim.

The Netherlands’ Council of State – the highest general administrative court in the country – which serves as an independent legislation advisor to the Dutch government and parliament, has advised against pressing ahead with a proposed national €2 e-commerce handling fee.
