Stricter air cargo security requirements US and Canada
We would like to inform you on recent developments with regards to the imposition of stricter air cargo security requirements by the US Transportation Security Administration (TSA) and Transport Canada. We have also been informed that Australia has imposed stricter air cargo security requirements.
TSA recently issued a Security Directive (SD) and Emergency Amendment (EA) in response to recent threats to the air cargo supply. The EA calls for the timely implementation of several new data elements that could have a significant impact on air cargo operations and processes.
These new provisions are also affecting European air cargo shippers and were implemented very suddenly, creating operational challenges and disruptions across the air freight supply chain. The industry (CLECAT and IATA) already expressed frustration about the lack of communication.
For now we know that that the requirement of additional data elements required for the enhanced ACAS security filings has been postponed until 7 October. The requirement for a transaction history of at least six shipments has been removed. Nonetheless, business relationships between shippers and logistics operators must still be demonstrated unless goods are being shipped on behalf of a Known Consignor.
